The “Bailanys” service (hereinafter – the Service) is intended for organizing and conducting a competition (auction) for granting the right to use frequency bands, radio frequencies (radio frequency channels) of the radio frequency spectrum, in accordance with the order of the Acting Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan dated September 20, 2023 No. 415/НҚ.

The central executive body, determined by the Government of the Republic of Kazakhstan, which implements state policy in the field of communications, performs state control, coordination and regulation of the activities of persons providing or using communication services. Access is automatically granted based on the BIN included in the digital signature of the Telecommunications Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.

(legal entities and individuals)

Provided they sign, on the web portal of the state property register e-Qazyna.kz, the User Agreement using a digital signature issued by the National Certification Authority of Kazakhstan.

Access to the Service is provided by the Joint Stock Company “Information and Accounting Center,” which is defined as the single operator in the field of state property accounting in accordance with the resolution of the Government of the Republic of Kazakhstan dated July 15, 2011 No. 802.
